


I have no background in printing technology, but I suppose it is to assure the various colours are properly aligned?
I don't know for sure if it is related to the Electric Eye program used by the Bureau of Engraving and Printing to align panes properly for perforation.

It is common to see color registration marks in margins of printed material.
