Hi snowy,
This has a brief listing in my old Scott catalogue as a 1977 issue "Napoleon, Military Uniforms" with stamp numbers 7798-77113.
Scott gave stamps in this period numbers starting with the year ("77" in this case) then starting with 01 for the first stamp issued that year and so on, so these are stamps 98 to 113 issued in 1977.
SG includes this as an appendix issue, without stamp numbers, also from 1977.

A bit weird that the cancel says 1974, while all catalogues (Michel #1181/96) say they are from 1977...

Maybe they were created in 1974 but only released to the stamp trade in 1977?
