It may be a portion of a revenue stamp.

It is probably something Hungarian, because the crown you see on that stamplike thingee is the crown of Saint Stephen:

Maybe, it is a Hungarian Provisional?
Those aren't very well documented, though.

I have 2 Austria Documents with labels. That looked like the one you have. The stamps are on the opposite side of the label. If I can find them, I will post them. They are documents for transfer of 2 children from Hungary. I don't know if they are from. The stamps on the front are Austria.
