The sovereign order of Malta is a successor to the Knights Hospitaller
They are known for their hospital and welfare activities, just as the order of St. John, another successor branch of the Knights Hospitaller.
I suppose these stamps were issued in recognition of the good work done by this order.

There was a stamp issued in France and a series of them from some of the French Colonies. Does anyone know what the specific reason for them being issued. I found some references to the Knights of Malta helping resuce Communist refugees, but nothing to tie anything directly to the issuance fo the stamps.
