The Michel Specialized Germany catalogue states that this propaganda forgery exists, but only in perforated form. It was apparently issued in sheets of 50 with various perforations. In a note it says that these "skull" stamps are known in blocks of one, four, eight and nine, both perf and imperf, but these are all "just forgeries created to harm the collector" (quote from the catalogue)

A friend showed me a block of 4 stamps and told me it was a vignette stamp issued by the USA during the 2nd World War.
Your input on both a historical and philatelic level will be most welcome, also is this block catalogued and is it as rare as my friend tells me?

With my thanks in advance
