That is a possibility. However, the paper of this item is quite thin which is more akin to being a imperforate stamp.
I have checked and double checked in both Scott and Afinsa. You have made a mistake. Design A14 (Luis I - Fita curva in Portuguese) exists as imperforate but this is design A15 (Luis I - Fita direita) which was only made in perforated versions. Apart from that, the 25 reis is carmine / carmine pink (not bister).
There are indeed reprints, but these are in the same colour, just some minor differences such as the perf.
Here is the entire postal stationary. (Currently up for bid on ebay with a starting bid of $12.99). The postal stationary envelopes were made with thin paper to reduce postal carriage costs.

This Portugal King Luiz Scott Catalog (SC) "A-14 Design" Imperforate stamp is blue. SC #19 has this 25 REIS stamp as "bister." Could this be a reprint issued in a different color? The catalog notation on reprints does not speak to color issues
