interesting question for which I cannot find a clear answer (yet). A quick scan of the Yvert classics catalogue shows that around 1900 only a few countries had issued more than 100 stamps. So far the most I could find was Spain, just over 200. On the other hand, it is a matter of definition. For instance, do you take India as a whole, or should all the feudatory states etc. be counted separately? Same goes for Colombia, where there are many classic stamps that are actually local / state stamps. And what about back of the book? Some countries have scores of those, also in the classical period.
as for the least stamps: many stamp issuing countries had yet to start putting out stamps in 1900 and there were quite a few that only issued one or a few stamps. Perhaps that question is even more difficult to answer.
Are we counting German states as one or separately? Or would that even make a difference?
