One of my friends in another forum (currencies) replied to my query about these. Seems pretty likely to me, and agrees with Ernie.
"While researching (no idea about those before), I found out that many of these bills were apparently printed in the 1960s for the centennial of the civil war.
They all seem to be in almost the exact same condition, which (just a hunch) would be an awful coincidence if they were all original."
Bank in the 50's ( when we could play cowboys and Indians with cap pistols) you could buy packs of stimulation Confederacy money at many tourist spots. From the images the notes look look like one of the packs of assorted denominations of Confederacy reproduction money.
Even in the UK back in the early sixties they were given out by certain gas stations when you bought 4 gallons or more.
I have seen various types simulation currency being sold at the toy section of a Made In America store relatively recently. I am unsure if old or new stock, the store itself was newer. It all had the fake aged wavy wrinkle look.
