Some additional information from an old edition of the magazine Philatelie (Dutch stamp periodical). Reading the article I found out that this stamp was a proof made by a local printer in the Netherlands Indies called "Reproductiebedrijf van de Topografische Dienst te Weltevreden", located in Weltevreden (the posh part of Batavia / Djakarta)
Comparing these proofs with what was produced for the Netherlands Indies by Joh. Enschede in Haarlem, it is a pity this company was not given any orders.
That is a very attractive "stamp", and I would love to see this and the rest of it's set in my collection. I do have a fondness for steam locomotives.
As a proof, I wonder why it has a postmark, and why it has an overprint; but no value or value tablets.
There is an English translation of the article referred to by Jansimon in Netherlands Philately, volume 17, number 1, pages 2-13. It is available online on the website of the ASNP (American Society for Netherlands Philately).
The article does give a bit of information on the stamp (seal?) shown by the OP.

In it you can find an answer to almost all your questions, for instance why there is no value on this stamp (answer: it is a seal (cinderella))
What the article does not give, is proper pictures. Here are a few I found on a website that unfortunately is no longer active. I often make copies whenever I find interesting information because one never knows if / when such a site goes offline.
