What would be the reason to overprint Luxembourg on an existing stamp from Luxembourg?

I could be wrong here, but as far as I know this is a precancel.

I went to my PDF Michels and saw that these were listed..... then I went to the online Michel as that is in English.... they are precancels, the 10 would be the year 1910..... unfortunately Michel does not translate the explanation that is in the hardcopy catalog! So I will show what is in the paper catalog and let you or someone else do the translation.
