As far as I know we have been obliged to do this for a number of years when we want to send parcels to the USA and recently other countries followed in their tracks. Since early this year it is necessary for packets to and from Brazil as well.
If memory serves me well it was a protectionist measure taken during the China - USA trade war, in order to prevent Chinese companies to send their products cheaply across the globe.
Simultaneously the rates have exploded.

The United Kingdom of Great Britain and Northern Ireland are NOT members of the European Union.
However any Large Letter and above must have a customs form.
Royal Mail definitions are:-
Letters not exceeding
Length:- 24cm
Width :- 16.5cm
Thickness up to and including 0.5cm
Weight :- up to 100 grammes
Large Letters not exceeding:
Length:-..........35.3cm
Width:-...........25cm
Thickness up to and including 2.5cm
Weight Limit:-...750 grammes
Any item above Large Letter is classified as a parcel
That's true, Ian, but now instead of stating on the customs form, "various men's clothing", for example, the sender has to itemized the clothing, each piece's value, and the associated tariff code.
I assumed, perhaps falsely, that HS tariff codes only apply to businesses who export goods. Individuals do not need to fill them in if they occassionally send a packet abroad. But like I wrote, I might be wrong. I do not send packages that much, at least not outside the EU, so things may have changed. Sending things overseas is so f***ing expensive, it is not worth the effort. Who in their right mind would be willing to pay 20 euros shipping to get a 1 kilo package from Europe to the USA?

I suppose it all depends on one's location. From our point of view, it is very easy to send packages all across Europe. No forms or customs things to take care of whatsoever, let alone nasty tax surprises. Sending things to the UK is another story though. Well, as long as you are happy with it, my opinion does not matter, does it?
Would this mean that if you sent a parcel of stamps, each one would have to be identified and manually entered in the Post office system, I can see that causing quite a queue at the counter.
Anybody like to spend a few hours listing a horde of a few thousand stamps and taking the list in and seeing the reaction?
Anything i mail to Canada or Europe is usually an ounce or an ounce and a half..first class mail. How the new rule is going to effect the world economy i don't know...my barber told me his price went up $7.00 AFTER he cut my hair.

Europe sure wants to collect taxes.
The European Union has new postal regulations that require ALL parcels sent to a member nation to have a customs declaration form that lists out each individual item contained in the parcel, and the individual value for each item. You also have to provide the Harmonized System (HS) tariff codes for each item.
I highlighted "European Union" so there is no mistake from where this regulation comes.
I was in the post office last week, and heard a clerk tell a customer about this. The clerks have to manually enter all the information into the electronic customs form. Make sure you have a list to help the clerk and speed up the process.
The penalty for not providing an itemized customs declaration? The receiving country will either return the parcel to the sender, or dispose of it. It is at the discretion of the receiving country.
Another reason for not shipping internationally.
