You're right David, they were used in the area that became Lithuania (and Estonia and Latvia) after World War 1.
Scott says: "These stamps were used in the former Russian provinces of Suvalki, Vilnius, Kaunas, Kurland, Estland, Lifland"
So technically they are Russia - following Scott logic that is. Personally, I would categorize these as German stamps, after all, they were issued by the German (occupation) authorities.

Someone had this listed as Germany #100 ..but it has some type of overprint i can not make out. I tried the occupations etc; but did not see it.
