The Hollands Spoor – Scheveningen line
The major competitor of the NRS (Nederlandsche Rhijnspoorweg-Maatschappij), the Hollandsche IJzeren Spoorweg-Maatschappij (HIJSM), wanted to open its own station.
The Hague, Hollands Spoor, also like to connect with Scheveningen.
The concession for this was granted by the Hague city council on May 20, 1884.
In the years that followed, HIJSM built a line to Scheveningen that ran on the south side of the then built-up part of The Hague.
At the Loosduinseweg a connection was made to the network of the WSM (which was managed by the HIJSM in the early days) so that
goods from Westland could reach the HIJSM railway network directly.
At the same time, at the Conradkade/Reinkenstraat, a side branch from both directions was constructed northwards by means of a railway triangle.
which ran a short distance from and parallel to the Laan van Meerdervoort to the Anna Paulownastraat.
This line was one of the busiest HSM steam tram lines (Haagse Spoorweg Maatschappij), on which an intensive service was run.
The line to Anna Paulownastraat was discontinued on December 4, 1915.
The station building still exists.
The electric trams of the HTM had outcompeted the steam tram here.
In addition to the busy passenger traffic, there was also an intensive freight traffic to the port of Scheveningen.
On January 1, 1926, the line was handed over to the HTM, which electrified it and put it into service as tram line 11 on July 15, 1927.
Until the end of October 1965, this still used the covered end of the steam tram at the station The Hague Hollands Spoor on the side of the Parallelweg.

In Jopies hometown Laren N.H. until about 1947 they had a smoke billowing tram the locals called De Moordenaar (the murderer) i guess it would tip over at times.

As far as I can see, there is an error in your story. The ticket clearly says "Stoom tramweg - staatsspoorwegen". You mentioned the NRS (Nederlandsche Rhijnspoorweg-Maatschappij): Staatsspoorwegen (SS) was the successor to that company and the tram line Den Haag - Scheveningen went from station Den Haag Rhijnspoorstation (later to become Den Haag Central Station) to Scheveningen. In 1921 SS merged with HIJSM to become one single Dutch railway: NS (Nederlandse Spoorwegen). So I think that you mixed up the two lines from two different stations to Scheveningen.
The conclusion remains that it is a tram ticket. Probably used between 1890 (when NRS became SS) and 1921 (when SS became NS).

I looked at this page: https://nl.wikipedia.org/wiki/Haagse_sto ... and it mentions two tramlines from Den Haag to Scheveningen, the one used by NRS, later SS, and the one used by HIJSM. As far as I can see this wikipedia page is pretty accurate.
