I didn't look it up, but it looks like a lottery souvenir sheet.
I think of such personal writing on postal items as interesting additions to provenance. No doubt millions of those souvenir sheets, assuming that they are souvenir sheets, are floating around out there in collections and dealers’ stock books, but your item is almost certainly unique.

Imagine if this was a note from a WWII soldier or maybe a famous person, then the stamp would have a lot more value. I think it was a good thing to do and maybe one day there will be a niche collection of "autographed" stamps.
