yes, this is a revenue stamp from the Netherlands. Statistiekrecht (statistics law) was a rather vague tax on imported and exported goods. Its official purpose was to enable the collection of statistical information, but the revenue from this tax was much higher than the actual costs of the statistical information gathering. So all the extras went to the treasury. In 1950 the statistiek recht tax was abolished.
