I like this! I've not seen one of these before.
This is listed in the Hiscocks catalogue, Telegraph & Telephone Stamps of the World (and presumably also in the newer version).
It's a Patiala State government official ("service") stamp for official use of the state telephone message service where messages were written out on forms very much like telegraph forms but the message itself was passed on by spoken message on the telephone rather than using a telegraph service.
Apparently the Indian government wouldn't permit Patiala to set up its own telegraph service like the one in Kashmir.
