That's one of the most wanted stamps for any Netherlands collector! The cancel would suggest it is a genuine one. In Harderwijk (coincidentally my place of birth) was one of the largest camps for Belgian refugees. The stamp was meant for mail from these refugees to their relatives and friends back home. But the Dutch authorities forgot to make agreements with the Germans who occupied Belgium. The German censorship refused the letters with these labels because they were very large (4 times the size of a normal stamp) and one could easily write hidden messages under the stamp. So in the end they were only used for three weeks: 3 to 24 February 1916. This stamp was cancelled on the 7th.
By the way, genuinely used internment stamps are much scarcer than mint ones.
