I have not seen a catalog listing either. I believe they are Russia "Local Post" issues of 1930s-40s vintage.
These are from the so-called Odessa famine relief series from 1923. They are bogus, fantasy or whatever you may want to call them. They have been discussed here before:

I have a couple of stamps that I am having trouble identifying. I was thinking that they were White Russian but I am unable to find them. Any ideas?
