Penang was one of the Straits settlements, so the cancel is not that strange. Or are you referring to this specific cancel?

Might be some form of a Paquetbot cancel. Usually, the name of the ship is in the center of the cancel, however, the 'AGENTS" in the center might refer to a shipping "agent". For an example, check lot # 848 at:

Paul - I believe this cancel is from a forwarding agent. Notice "AGENTS" in the center of the oval. From Google, I found this:
forwarding agent - A forwarding agent, also known as a freight forwarder, is an individual or a company that specializes in organizing transports for individuals or corporations. Basically, the forwarding agent is responsible for arranging the movement of goods from one point to another.
You can find forwarding agent markings like this on Hong Kong stamps, too. I am not sure of the company name at the top of the oval, perhaps someone else has more information.

One other thing, I think this Straits Settlements stamp could be used for postage or for revenue uses. In your example, this cancel was probably a revenue usage for the stamp on a document that accompanied a shipment of goods of some kind. In other words, it was used on the paperwork, and not on the goods themselves.

After checking with a collector of MALAYA perfins and forwarding agents. He found a twin to the stamp and marking. It reads BOUSTEAD AGENTS PENANG. This stamps was used as a revenue. Mystery solved. Thanks to all who helped. Have a great day and please stay safe!
