It looks like German written in Greek letters! 
If it is German, it starts:
Nachdem ich soeben den fa(h)rplan gese(h)en ...
After I just saw the timetable ...

That is what I think as well. German for some reason written in Greek script, perhaps even Platt (dialect)

The language is German the writing on my opinion is a mix from regular letters and shorthand characters'

I doubt it.
But this is a propaganda postcard ( 1 of many !)
It says :
23.9.1933 Erster Spatenstich / First spade in the ground
23.9.1936 1000 km autobahn fertig / 1000 kilometer highway finished
The propaganda was : Look how hard we worked. In 3 years we have created 1000 kilometer highway.
