The set was issued in 1983, but this stamp is not part of it. It is possible that the 1982 stamp (and set?) was prepared, but not issued.
I would send the image to Scott and see what they say. Often, stamps from African nations in particular are issued without fanfare, and the catalog publishers find out about the stamps much later. At the least Scott might add a footnote about this stamp.
FYI, Gibbons and Michel also do not list this stamp. Both do list the 1983 set.

Same for Yvert & Tellier (French catalogue), no indication in 1982 on this stamp, probably as said by michael it is a non-issued stamp/set prepared in 1982 and modified in 1983

I saw a 90F, 95F and 260F, but no 80F.
The 95F has the same design as your 80F...

This one is of the type A195 Namibia Day of 1983. However it is 1982. Any information you can provide would be helpful.
