I'm guessing that they would be the equivalent of a US indicum acknowledging payment in an account. The US equivalents are typically preprinted on the envelope, but can be added along with the address at the mailhouse.
Maybe one of our Aussie colelctors can weigh in.
You may find that these are stamps issued by another postal company other than Australia Post.
Here in the UK, there is another mail carrier that issues its own stamps, but they can only be used on postcards.
These are bulk mail private postage paid labels. Each design needs to be approved by Australia Post for approval for bulk rate usage. Most are used on "You've won the lottery!"-type junk mail.
