Yes, these are Danish Christmas seals.
Denmark introduced its Christmas seals back in 1904 to raise funds in the fight against TB and this idea has been taken up by many countries since.
Ann Mette Heindorff created a very nice site about these and while it is no longer maintained much of the content is still available:

Some of the links are broken and some images are missing or only available in very low resolution but there is still a lot of very useful information.
Perhaps a more complete copy of this website is still available somewhere else?
