My Belgian COB catalogue says that this sheet was presented for free when you bought the official miniature sheet with 6 flower stamps at the exhibition. The catalogue even puts a value to it: 175 BeF (yes my catalogue is pre-euro) which would be around 4.50 euros. FWIW.
