Can anyone identify this stamp? It appears to be a Back of the Book Middle Eastern stamp. Possibly Egyptian?

It is Egyptian, 1960s. Probably some kind of revenue.

Now it is the right side up...but inverted.

I saw a reference somewhere noting 1962: ""REVENUE MEMBERSHIP UNION
STAMP FEES FOR A UNITED ARAB REPUBLIC "" but I don't know otherwise.

yes correct.
The Arabic says UAR
The denomination (m) indicates Egypt rather than Syria (or Yemen..but I think yemen was later than 62?)

Your Egyptian Revenue stamp and a green companion to it are on this stamp chat board discussion from 2012. Scroll down about halfway and you will find them pictured. The discussion say it is an Egyptian Revenue from 1962 (1962 are the Arabic numerals on your stamp at bottom center).

From the discussion: "These are from Egypt when there was a unity between Egypt & Syria 1962, and these were tax stamps for being a member in the "Arab United Social Organization" which was a very famous organization at that time (the purple one). The other one (green) is to be affixed on the member card to be official."
