Yes it's a Scott # it's Rhine Palatinate the 2017 Scott Catalog value is
.25 cents mint and .30 cents used listed on page 212

in Scott, and "N" before the number indicates an "occupation" stamp, and typically is listed after the main listings of the country being occupied. When there is a number before the N, it indicates there either multiple occupations, or multiple occupiers.
Of course, Scott being Scott, the rule has exceptions, including East Germany, which is listed as if it were occupied, but was no more so than, say, Czechoslovakia, which retained its own numbering system if not its own government.
Scott is no stranger to politics, I suppose.
Can anyone please provide me with the Scott number for this stamp?
