Can anyone help with this one? A friend came up with this. I cannot even see what the blob in the middle represents.

It is from Iraq.
Not in my Scott catalog, so it could well be revenue?

This exhibit on lions indicates that it is an Iraqi revenue stamp (1.1.1):
