I believe the alphabet stamps were only valid for domestic use.
The "unmailable" cancel seems to indicate the letter never left the USA. I suppose Tom is right, starting with "C" the stamps also have "Domestic Mail" on them.

some of the later "letter" stamps are recognized for international mailing; i forget which one was the first accepted

1. A stamps were not valid for postage outside the United States. That cover has the 31-cent airmail rate (2 x A (15-cents) + 1-cent). Later, the "alphabet stamps" were valid for postage outside the USA. I'll have to check my refernce books to note the exact date.

I imagine some mail with incorrect postage does not get delivered...i know a lot does get through..i guess the two A stamps were not sufficient for overseas postage and some sharp eyed clerk caught it.
