United States/Stamps : Scott 2116a bklt of 5, 22c Flag Over Capitol Dome scored perfs

All,
I have one of these booklets (MNH complete, opened). I see that my Scott USA Specialized (2014) says scored perfs. I never heard of scored perfs (that I remember).
And sure enough I saw that the perfs are scored...Except between the 3rd and 4th stamp. On the booklet I have, the perfs are not scored between the 3rd and 4th stamp. I only have the one booklet pane so can't compare.
Is this normal or do I have an error/freak/oddity that is missing the scoring on the perfs?

The scored perfs between the 3rd and 4th stamp are normal.

Do you mean that no scoring between the 3rd and 4th stamps are normal?

My apologies for the confusing answer. The normal booklet pane has perforations. The scored perfs between the 3rd & 4th stamp are a variety, with the same catalogue value as the normal, fully perfed, booklet pane.
