I purchased this cover for the meter strip. This was the first Patriotic/Propaganda meter I've seen. I have a collection of WWll Patriotic covers with similar images. This was reported to the Post Master General and was withdrawn from use. Unknown to me included in this envelope was an article from a stamp paper discussing this meter.

Hi Sally,
It was used by "Morris Plan Brokers".
In the article is does not quote any Postal Law or Regulation. My guess about the use of Patriotic/Propaganda markings were OK for civilians to use but frowned upon by companies using them. The reason I say this is because I have not come accross any company use of Patriotic covers.
Here is a scan of the back flap, there are no other markings on the back.
