I'm just going to make a guess. There was a time when some of the early BC post offices ran out of BC stamps and used US ones from nearby US post offices. Is it possible the same thing happened here? This is much later but it is still one possible answer.
Just found a similar item on E-Bay if you want to BIN but it has proper postage and the time is similar - 1948. https://www.ebay.com/itm/134518492496
There are also a bunch more shown in the area below, some are a bit pricey!

I recently received this cover from Dennis(grandpadennis) (I love the cover btw). Circle Springs is an area in Alaska. Why would it have Canadian stamps on it and have been cancelled in Alaska?
