The same card addressed to a writer at Linn's was on eBay described as a Fantasy Cover.
Has the same 1984 cancellation and was also franked with a label.
There are other covers with his cachets on them with legitimate stamps.
So maybe an artist or dealer doing a little self promotion?

Can't get the address to paste, but it is Sc 2129 8.5c Tow Truck FDC
...and a Christmas Seal for a stamp, no less...
My guess is that this is not an official USPS cancel. It is not permitted to hand cancel anything without first class postage affixed.
The cancellation is "signed" with his initials E A like other of his items I have seen on eBay and Hipstamp.
In looking at it again the date of the cancellation seems to be typed in with the same typewriter used to address the envelope.
It doesn't look like it was sent through the mails, maybe enclosed in a larger mailing envelope?
I would guess a made up cover to advertise his business and sent to his customer list and others in the stamp business
