Don, i am glad to see covers with slight flaws, i used to be a cover snob wanting only pristine covers...i am no longer quick to discard a piece of postal history because of a rough opening or torn flap. I guess its never too late to learn. Enjoyed seeing your covers. phil
Here are two special delivery covers with the distinctive green and yellow half circle borders authorized by the U.S. Postal Service in 1939. The purpose was to facilitate identification of special delivery letters in the same fashion as airmail borders identified airmail letters. The postal service did not print or supply these envelopes, but authorized envelope manufactures to print and sell them according to specifications in the postal bulletin shown below.
Unfortunately, these envelopes did not catch on with the public, perhaps because there was not enough publicity about them and the volume of special delivery mail was not high enough.
While not rare, these covers, especially non-philatelic ones are infrequently offered and I try to buy them when reasonably priced. Posted below is a non-philatelic example and a philatelic cover prepared by Collectors Surplus of Kansas City, MO.
