I never visited Vienna since the opportunity to ease a large ocean going cargo vessel along side a quay on the Blue Danube is minimal, at best.
However, there have been few major cities around the world where I did not stumble into a small, cozy (???) old time stamp store.
And when I wanted to find such an establishment I frequently would just sit in an open cafe and lay a few stamps out on the table to either study them or pretend to be studying them. Within a few minutes, someone would politely open a conversation with (Usually in English) "Oh, you collect stamps. ..."
And from that point it is easy.

I was in a stamp store in Vienna two years ago but I can't remember exactly where it was except that it was on a side street not far from the Cathedral. So if you look for St. Stephen's Cathedral on a City map and find the name of a stamp store within two or three blocks, that would be it. It was a good store and I bought a couple of Michel catalogues. Also, there is a good store in Salzburg just before you cross the bridge to the old city.

You just had to let it out of the bag, didn't you? It was supposed to be a secret. That's where the new headquarters for Scott is going to be when I buy Scott.
