Holey macaroni? Have they been sniffing glue?
I reported the item to eBay as a violation of their Shipping Costs policies.
Let's watch and see if anything happens.

Perhaps they plan to hand deliver it ?
97% feedback should be a flag right from the "git-go"
I see he also says in the description that he does not combine shipping.

I don't even see a shipping charge listed. Was it showing before or did you have to put in a valid US zip code to have the shipping charge show up?
It could be that I'm not seeing the shipping charges as it is picking me up as being in Canada.
When I click on Shipping - See Deetails - I get a message ' Shipping cost cannot be calculated. Please enter a valid ZIP Code.'

I checked out the other items this seller has for sale; here's another example of excessive shipping, this time with a four block. Obviously the seller is trying to make up for any potential low winning bids.
Astronomical shipping fees goes back to the days when sellers outwitted the system with those 1 penny starting bids and $200.00 shipping. The selling price would be around $1.00 for an item worth $200, and the seller would only have to pay final value fee on the selling price. eBay did away with that by adding the shipping fee into the final selling price. Many sellers complained about it, but the abuse was rampant on eBay, which was losing money to that loophole. Sellers only had themselves to blame for that change.
Perhaps this seller is from the old school and thinks he will get away with it, but he will have a surprise coming, if the item sells. If he does know of the final value fee, then he is a thief by charging such an enormous shipping fee without offering any auxiliary service with it. Just as it is, I wouldn't trust this seller.
I think that the seller's logic is: the starting bid plus the "shipping" cost is the minimum that the seller wants for the lot. The low starting price is a marketing ploy that many use along with a higher than reasonable shipping cost to get potential buyers to look at the lot. Another is not combining shipping costs but adding say 50 cents for each additional lot. Many people don't pay attention to the details. Kind like auctions that charge a 10% or 15% buyer's fee - many bidders don't take that into account when raising their paddles. Especially during a bidding frenzy.
Just read Anglopphile's post - right on!

We have a member in our auction who has placed several lots at a very low start but adds a stiff posting charge. At least he is domiciled across one of the large oceans and I suppose to insure delivery registered mail is a " condicio sine qua non "

The shipping is $190 US.
I see 2 bids on it so far. I always check shipping for this reason.
I asked the seller if the $190 shipping fee included sending the item by registered mail. He stated that the cost of the item was included in the shipping fee. That's misleading and fraudulent. I reported it to eBay as well.
Ebay seller policies are quite clear as to what constitutes appropriate shipping fees. The primary rules are:
Actual shipping cost: This is the amount for shipping the item. It should be what you paid the carrier.
Handling cost: This can include the cost of packaging materials and insurance cost, if any.
No where does it say that the shipping cost can include the price (full or partial) of the item being offered for sale.
However, Anglo, you are quite right when you state, "If you don't like it, vote with your wallet ... Don't buy".
I agree caveat emptor definitely applies. However, it galls me that a stamp "professional" would prey on unsuspecting collectors in this manner. It also irritates me that eBay would make such a big deal out of this policy, then ignore it when violations are pointed out.
I asked the seller about his shipping fee. Here is what he replied (sic):
my time is valauble so my handling cost is 180.00 of the 190.00
Definitely someone who gives stamp dealers a bad name, and someone from whom I will never buy.
Want a nice stamp for cheap? See Item 161537796076 on Ebay. Better check the shipping cost. Messaged the dealer and asked if correct or a mistake. Response: "It is correct" Shipping is Standard USPS First Class, no insurance.
