Anyone else find it strange a Victorian stamp would be overprinted in 1918 and not a KE7 stamp?
Or even George V.
The reason given for the overprint was wartime shortages. Presumably there were a few QV stamps still available to fill the shortfall.
Or Edward VII. I expect that there wasn't much call for 5-pound revenue stamps; Scott notes that the stamps are only known fiscally used. Given the wartime conditions, it wouldn't have made sense to design a new stamp, thus officials opted for the overprint.
