I don't think they are in Scott. Found them as regional issues of the Italian Socialist Republic of 1943-44 in my specialized Italian catalog.

That sounds reasonable, it's an old Minkus album and they put stuff in that Scott didn't list.
Those stamps are not listed in Scott but in Michel and in Sassone. This are stamps for the National Guard

They also are listed by Gibbons under Italian Socialist Republic (ISR) SG#1-40. (There could be more than the 40. My SG catalog skips numbers.)
It is the Republican National Guard issue under the Mussolini regime in north Italy in late 1943-1944 after he was rescued from prison. The area he proclaimed as the ISR was north of the Gustav Line and under German occupation.

There are no additional varieties listed in the SG Part 3 catalogue although there are some notes about the Brescia overprints.

Guardia Nazionale Republicana Propaganda Stamps according to Sassone.
It looks like there are three types of overprint, issued in 1943-1944 with a total of 36 issues. There is not much info as to how to differentiate them. The Green may be overprinted in Red, while the Brown and Violet in Black. If I understand the listing there are four minor variations of each color/value and three "printings" of the twelve stamps, one Verona, one Brescia and one a general issue, with no indication of how to figure which is which. The actual information is quite sparse.
