First, a printing "error" is something that occurs regularly during the print run (at least until it is discovered), like the inverted Jenny, or a color omission, or an overprint missing on the second row of each pane. Anything other than that is considered to be a "freak" or "oddity". Printing errors can command high values, while freaks and oddities not so.
Your stamp appears to be none of the above. It looks as though a liquid was spilled on it and soaked into the paper. I doubt it happened during the printing process, since this is a one-color stamp. The printers would not be using blue for the print run. Just a damaged stamp would be my answer.

I have found Israel stamps which have been taken off envelopes which are strongly coloured blue have taken up the colour, but these seem to be mint!
However there may be a perforation error on this block as vertical perfs should go to the bottom edge of the block allowing separation of the 2 stamps vertically.
Wanted to share this special stamp block. If I'm right the blue color over the stamps is linked to a print error? Could someone confirm? Thanks.
