This was one of four stamps issued Sept 23, 1991 in conjunction with an international convention of fire chiefs in Toronto showing four of Canada's dangerous occupations. Ski Patrol, Police (your stamp, nothing specific, a generic accident), Fire Fighting and Search and Rescue.
