Well if this doesn't just take the cake! I thought it was bad when they changed the Priority stamp from $4.80 to $4.95 to $4.90 and back to $4.95 - issuing a new $4.95 to boot, but now, a NEW stamp when the rate changes from $19.95 to $19.99?!?!? Was it really a business necessity to raise that rate by 0.2%? Seriously? I'm not a very skeptical person, but even this one smells like a rat to me!

The USPS is issuing the new (highest face value ever for a postage stamp) priority mail express stamp in March 2014. The design was revealed by USPS and is of the USS Arizona Memorial in Pearl Harbor.
