They are a fantasy issue. They were produced about 1923, probably in Warsaw (or Italy, or Egypt!), and were sold under pretence of being an issue of 'Arabia' i.e. roughly what we now know as Saudi Arabia.
The theory was at one time put forward that they might be a speculative issue intended for the Idrisid State of Asir. (This was a small strip of what is now Saudi Arabia which was set up as a Sufi state early in the 20th Cent.) However I have never seen any evidence for this.

Vintage 1922? Well, at least some stamps show this date.
I just cannot id them, and yet I think I ran into them some time ago.
