It is not an overprint, it is a precancel. They issued this type from approximately 1908-1920.
There was an earlier type 'Luxembourg-Ville' stamped sideways with a roller, from approx 1900-1907.
Well, that wasn't too bad from memory: but now I've found my listing I can be slightly more precise.
The Ville precancels: 1900-1908 on values 1c,2c,4c,5c,10c
The Luxembourg precancels: 1908-1925 on values 1c (early issues),2c,3c,4c (early issues),6c, 10c,15c (later issues)and 20c (later issues).
Altogether they were used on several different issues.

Thank you for that definition of what the stamp was. No wonder it wasn't listed, since there are so many "precancels" throughout the world, that I'm sure no one could list every one of them.

Found this little goodie in an very old album, but can find no reference to the o/p, not even in Michel. Any help would be appreciated.
