Looking at my 2012 Specialized, there is no mention of a reprint.

have a 2011 Spec., no mention of reprint. How about putting on a pic for us to see?
BTW; C138 has 2 reprints 2003 & 2005.

There was no reprint. When the rate to Canada rose to 80-cents, the USPS stated that they had enough 80-cent stamps in stock from the previous International Rate; so there would not be a reprint required.

Thanks all,
I guess CWS(Canadian Wholesale Supply)in its Seal Album has an error. It shows a copy on the 2001 pages. On the 2003 pages there is also a copy that states Reprint April 2003/(AVR) Gravure.

I questioned CWS about this stamp reprint and this is the reply I received from them. Hope this clears up why it is in the albums in 2003. Now the question is what does one put into the spot in 2003.
"This stamp was indeed issued by the USPS as we have a copy of it here as well as the enclosed USPS Catalogue with the listing and the stamp purchased by us.
The micro-date on the reprint stayed at the 2001 year in the corner of this issue.
It was unknown to us at the time if SCOTT would assign a full number to this issue or if it would be a minor variant but since it came from the official USPS catalogue with a different order number at that time it was included into the stamp album supplement. My assumption looking at this, at this point in time, would be that the two stamps were so close that Scott decided not to issue another number for it.
Hope this helps with the ‘mystery’ of the included 2003 stamp issue!"

If someone has a fair number of C137s postmarked 2001 & 2002, it might be worth checking to see if those color variations occurred within the original printing, or if they are a fairly definitve indicator of earlier-vs-later printing.

This is a blast from the past!
I found what I thought was a color missing error and was told by a reliable source at a major agency (e.g APEX, PF, PSE) that what I had wasn't a color missing, but merely a subdued color.
It still seemed striking to me, so I included it in my EFO album:
