It is one of a set of 6 stamps celebrating the 25th anniversary of Stroessner City, issued in January 1983. In the Stanley Gibbons catalogue it is SG1239, but in Scott I assume it would be listed separately in the air mail section.
Scott, with its wonderful inconsistencies, lists the stamp as Paraguay Scott #2073. It is footnoted that the stamp is an airmail stamp. Why it's not in the airmail section? .....

I wonder if any knows why Scott sometimes puts Airmail stamps in the regular section and then identifies them with a footnote as being Airmail stamps.

Besides that, I asked that question of Mr. Snee. His reply was that through the years there have been several editors of the Scott Catalogs. It is an unwritten rule that the editors have latitude to do with the listings as they want (with some exceptions - hard to believe that one considering). It is also an unwritten rule that succeeding editors will not alter listing methodology of previous editors unless there is a gross error. Getting rid of inconsistencies and making the catalogs more user friendly obviously do not count.

I have another one I can't find in my year 2000 Scott catalog. I looked in both the regular section and the Airmail section.
