You mean they haven't done it already?
I know, right? At least not one with the actual image of the little prince.
Britain
I vote one of the Sand Dune states....
Australia Post supposedly has already, but they might be personalized postage.

Royal Mail has no plans to produce a royal issue at the moment.
North Korea
It would be neat to have a cover featuring this baby with a Prince George, BC, Canada cancel.
Australia Post is releasing a Royal baby stamp on Monday 29th July 2013:

Time to hibernate !
The next three Kings may well be turning up for their Coronations using a walking stick. I think the powers that be should be prepared for this.
Two-timing Charlie may well be in his late seventies before he gets a crack at playing King along with Lumpilla Parky-Balls. What a pair they will make at the helm of British High Society.
Given the Royal Longevity, TTC may reign (over us) until he is 100 years-old!! This means William will be 67+. If he reigns until he's 100 years old, poor old Prince George will be a Grandad too before he's crowned !!
But I have a better idea and I'll be writing to Cameron about it.
Lob TTC and LPB off to that Stamp Factory called Staffa, build them a shack with Tax payers money (what's new?) and then the Royal Family will be young again and ready to lead a modern monarchy. Great idea isn't it ?
Londonbus1....full of good ideas.
Oh yes. I shall be asking Cameron to write in the 'Laws of the Land' that Royal Baby stamps are banned. For all nations !
"Could be a scenario where the longest reigning monarch "
I was also going to say North Korea, but Arno beat me to it!
I'm sorry everyone but I think Jillcrow was the first to answer the question.
Tim
Yeah, according to Linn's it was Australia. And we were all thinking of the Grenadas, Guyanas, Caribbean Saints etc. Let's you know how far Australia Post has fallen to be associated with the wall paper issuers.
Which country will issue the first stamp commemorating Will and Kate's baby Prince? I know you care (even those who say they don't).
I predict St Vincent Grenadines. Why not.
You?
