Here is a scan of a front of an envelope from an autograph request to Soyuz-38 Cosmonaut Researcher from Cuba, Arnaldo Tamayo Mendez. My take on the trade embargo was that mail from Cuba would be handled by United States Postal Systems. Was Cuba a member of the UPU?
An interesting marking from U.S.Customs, Miami, Fl. was stamped on the envelope. This envelope is in the 1987 time frame.
I just went to the UPU website and Cuba is a member of the UPU.
So....
Embargo must mean that you cannot buy, sell or trade. But if they send you something for free (like a letter through the mail), then that's no problem. Besides, if you are receiving letters through the mail from these countries, then you are helping to support the US economy by providing work for those who are building dossiers on private citizens, right?

We already have your dossier. We do have the internet and e-mail in Cuba despite the US imposed embargo.
And....
Someday, I hope to take a look at that dossier on my vacation to Havanna
It will undoubtedly read that I have collection material from almost all of those "banned" countries. But, sometimes it is the politics of those countries that makes them so attractive to collectors like ourselves. Take for instance the stamps issued during the Nazi era of Germany, or the stamps of North Vietnam/Viet Cong.
Outside of Ebay/Paypal, there will be plenty of venues for the acquisition and payment for philatelic material of any sort. (maybe even right here on Stamporama!)
Stamp collectors are very resourceful when it comes to seeking out those much needed items for their collections. So, happy collecting to one & all.
Are you saying ... post my Cuba, North Korea, Burma/Myanmar, Syria, and Iran items HERE as long as I don't have PayPal as an option?!! Hmmmmm ...
Well, I asked Tim a few weeks ago how SOR invoice sent the information to PayPal. No country names are provided was the answer. So, I listed a bunch and when I have time will list more.
With all of the discussions about countries that can't be listed on eBay or using Paypal, for those non-desirable counties, I remembered a post card that I had received from a dear friend that had traveled to Cuba and sent me a card. I can only assume this is how the USPS handles mail from these unmentionable countries and wondered if anyone else had received any mail handled like this? Someone used a hole punch on this one, to obliterate the name of the country, which certainly makes me feel much safer from those people we are suppose to ignore. It just makes me wonder why the U. S. government sent 20 million dollars, that they actually acknowledge anyway, to a country that has been under embargo for over 50 years.
