I just received this cover the other day and did not recognize these stamps, even though I collect Swiss stamps. It turns out they are both BOB stamps, 3O105 (for the international bureau of labor) & a pair of 9O11, (for the international bureau of the UPU) instead of using regular postage stamps. Since the US does not use these types of stamps, what is the criteria for using them in Switzerland and are they interchangable for use as regular postage stamps? The envelope contained exactly one stamp and a small stiffener for protection of the stamp and weighed less than one ounce.

The UPU is now a part of the United Nations and probably has an agreement with Switzerland to handle mail of its bureaus in Switzerland with their own stamps as the UN has in New York.

That sounds very likely Charlie, especially since they do have a Geneva office of the UN.
