I was wondering if this cover with "This article originally mailed in country indicated by postage" was sent via Diplomatic Pouch?

Yes it was. Carried in the Diplomatic Bag to Washington, and cancelled there. The State Department used local stamps in each country so as not to circumvent that country's postal revenues, even though they carried it themselves.
