I don't think that you'll be able to narrow it down as that was the sole $5 documentary in use during that period.
I looked through several of the Annual Reports of the Director of the Bureau of Engraving and Printing (Fiscal years 1919 through 1922) and pulled the following data:
- In FY 1919, no IRS Documentary Stamps from the Series of 1917 were printed
- In FY 1920, 2,485,000 $5 stamps of the 1917 Series were printed
- In FY 1921, a total of 275+ million documentary stamps of the 1917 Series were printed but no breakdown by denomination was given
- In FY 1922, 267+ million 1917 Series documentary stamps were printed but no denomination was given
Unless you find a used stamp on a dated document or with a dated cancel (as follows), I believe you're going to have to settle for the 16-year window.
