Yeah, that is the only thing I can find. Since the company's dissolution took place in 1996 and the cert was issued in 2004, I don't think they are the same. I can't find any reference that it was a legitimate or illegitimate expertising service. I can't find any stamps on the internet that have this kind of certificate. I have seen some dealers that issue their own certificates. I'm wondering if this is one of those.
Your suggestion to contact BNAPS sounds like a good idea. Let's see how that goes.

I question dealers that do the certs themselves - unless they are part of one of the specialised groups in BNAPS or RPSC, you know? Not saying all dealers are crooked but I like having something strong standing behind them. If they are in good standing with BNAPS or RPSC then you have something to fall back on.
I haven't found anything else with that company name that would cover 2004 time period. So my guess is the same as yours - re: a dealer.

Maresch Auctions shows a CPEL cert issued 1996 (which would be that company we both found) but a quick run through Canadian auction sites shows nothing else with that name.

You might check with APS. Mercer Bristow has been the Director of Expertizing for some years now. He might know something about them.
I just received a reply from BNAPS:

I asked someone at the Vincent Graves Greene Foundation, and that person felt that this was the expertising service which Arial Hasid, (West Island Philatelics) provided for a while (from Montreal and Florida). He apparently used certificates similar in appearance to the look of the Vincent Graves Greene certificates . It is not clear whether he is still running this service
An Internet search suggests that Mr. Hasid might be contacted at WIP (formerly West Island Philatelics)

I just found this old thread while searching the web for something else. I also found another one from that "other" board. I find it odd that everyone is slamming this certificate. I personally dealt with West Island and they sell only high quality stamps and are very knowledgeable about what they sell. Their certificates are not expensive.
When I was looking through their wares, I would have loved to buy every stamp I saw because they were all so nice. If you don't like this certificate then maybe you should also dislike ownership marks, old signature expertizations, Weiss Certificates, etc.
It's really just a piece of paper describing what the stamp is and is written by someone who is willing to put their name to it. I know some collectors who keep invoices and packaging just to prove it came from a nice Auctionhouse. For a $100-$500 stamp, is it bad to have a cheap certificate. Or do you need to spend $100 to certify a $300 stamp.
I am the previous owner of the stamp above and the certificate. It had large margins and based on that it sold for over $500 USD at auction. The other stamp I had sold with that one has a Stitch Watermark on the back which increased the value of the stamp immensely.
I was being beat up for trying to pawn them off for $300 on the other site. I'm feel quite fortunate as both sold for triple what I originally offered them for.
Pretty hard to find those CPE Certs because there were so few of them. But I noticed this one from Matthew Bennett.

Here's one of the ones that look like the VGG Certs. The thin mentioned on the cert below is so small you can't see it without magnification or fluid. But this stamp is quite scarce so I'll take it. I think that any stamp that comes from West Island Philatelics is a great stamp of high quality - cert or no cert.

Has anyone heard of this Expertising Commitee. I believe it stands for Canadian Philatelic Expertising Limited. I have a stamp with a cert from them but cannot find anything on the web about them.
